Since Nebraska is served entirely by consumer-owned power entities, electric utility ratemaking proceedings take place before the respective city/municipal legislative body with control over the electricity supplier contracts. The Consumer Protection Division (CPD) within the Attorney General's Office does not participate in ratemaking proceedings; instead, it takes consumer complaints about deceptive or fraudulent utility practices.
